Books for Soccer Referees
There are a number of books and other materials on the market for soccer referees.  I've purchased one book and one CD-ROM on the Laws of the Game, and those items (along with a copy of the LOTG themselves from the FIFA website) helped me score a 94/100 on the Grade 8 test.  Those materials are:

This book has been invaluable to me.  It's straightforward, simple, deals with everything a new referee should know.  The edition of the book I purchased does not deal with the 1997 version of the LOTG, so you have to keep that in mind.

FIFA Football Rules: An Interactive Guide to the Laws of the Game produced by the Scottish Football Association.

If you like computer-based learning/reference materials, you can't do better for soccer than this CD-ROM.  The disc presents the LOTG in a variety of formats.  There is a printable version in Adobe Acrobat format.  You can simply read the Laws on-line, or you can watch/listen to a wonderful multimedia presentation.   The section I found most helpful while studying for the Grade 8 test was the sample test game on the disc.  You answer questions about the Laws in order to move the ball forward on the screen.  When you get to in front of the goal, a correct answer shoots the ball and scores!  It's great fun and an excellent learning tool.  For more info on ordering the CD, check out LinkCafe's info page.

Once you've passed the certification exam, it'll be time to buy your Uniform.
