We use Communique' to provide the link to VNO and are extremely happy with them. They have points of presence in New Orleans, Baton Rouge, and the North Shore.
Neosoft
We have absolutely no reason to recommend them, but they're $5 cheaper than Communique' for a PPP account.
Accesscom
They accused us of manipulating the New Orleans Mailing List to exclude them. Come to find out, they just didn't know how to route a moderated newsgroup's messages to a moderator. OK, they're not all that bright, but they're out there.
Intersurf
They're a Baton Rouge point of presence, with a cool Louisiana page. They're a new company, but they're worth checking out.
